Story Behind The Song

As a former prison guard, Bob Island is aware that once non-violent offenders are thrown in with hardened criminals, they tend to become hardened themselves, or perish. Although Bob does not personally believe in smoking pot, he is unable to see why some stupid weed should be allowed to overburden the justice system, while creating a huge gang-driven black market similar to the one fostered by alcohol Prohibition in the Thirties. Will we ever learn?
